The name Fal Fi̽ Ner is derived from the Wood Elvish language, as Fal Fi̽ Ner was founded by Gulgran Wudush, who was culturaly Wood Elven.
Climate
Fal Fi̽ Ner has a yearly average temperature of 17°C (62°F), with its average temperature during the summer being a warm 29°C (84°F) and its average temperature during the winter being a cold 6°C (42°F). Fal Fi̽ Ner receives an average of 153 cm/y (60 in/y) of precipitation, most of which comes in the form of rain during the fall. Fal Fi̽ Ner covers an area of nearly 5 km2 (2 mi2), and an average elevation of 3652 m (11981 ft) above sea level.
Overview
Fal Fi̽ Ner was founded durring the late 13th century in spring of the year 1252, by Gulgran Wudush. The establishment of Fal Fi̽ Ner suffered from many setbacks, delays, and obsticles, most notably a group of Fal Fi̽ Ner which required millitary assistance exterminate before the community could finish being built.
Fal Fi̽ Ner was built using the conventions of Wood Elven durring the late 13th century. Naturaly, all settlmentss have their own look to them, and Fal Fi̽ Ner is no diffrent. The town's buildings feature stone brick construction with most buildings posessing towers, turrets, dormers, and wide wrap-around porches. An extreem emphasis on decorative features and emblishments can be seen even on the poorest of homes and makes even the most humble of structures seem a bit regal.
Fal Fi̽ Ner is buildings are arranged arrounded highly ordered system of narrow canals streets which form octogonal paterns, allowing the incides of the octagons to be common grounds for the buildings on the edges, be it for parkland, yardspace, plazas, or markets. The town rests behind a thick wall made from clay bricks. The wall has all of the proper fortifications and is well made. Unfortuantly the nature of clay brick leaves it quite vulnerable to siege equipment, though the thickness of the wall lends it simmilar resistnace to a thinner hardrock wall. The millitarily questionable fortifications has suffered a visible ammount of structural damage, leaving them effectivly useless. One can't help but wonder why the has not yet effected repairs.
Fal Fi̽ Ner has the unmistakable air of a town on its last legs. Everything is a bit slipshod and ramshackle. Everyone is at work, or drinking. No one has anything in their eyes other than fear and despair. Whatever industry once fueled Fal Fi̽ Ner ’s existence has dried up and the town is drifting down the stream of history as it dries up. The locals seem to have responded to their slow downfall by recreating Fal Fi̽ Ner as one of the strictest places imaginable. Everyone’s actions are clearly directed by laws they keep in heart and mind at all times. Orderly byond order is a phrase which the town brings to mind.
Civic Infrastructure
Fal Fi̽ Ner possesses a city-wide Aethary Link which provides Aethary access anywhere within its metropolitan. This allows citizens who can afford the relevant devices access in their places of work, and rarely homes.
Fal Fi̽ Ner has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Fal Fi̽ Ner. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Fal Fi̽ Ner's parks.
Fal Fi̽ Ner has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Fal Fi̽ Ner.
Fal Fi̽ Ner has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.
Fal Fi̽ Ner has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
Fal Fi̽ Ner has a Hall of Slayers, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
Fal Fi̽ Ner has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Fal Fi̽ Ner's public wards, blessings, and other arcane systems.
Fal Fi̽ Ner possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Town. Fal Fi̽ Ner's grid is powered by mana accumulators.
Fal Fi̽ Ner has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Fal Fi̽ Ner's natural decorations nor waterways.
Fal Fi̽ Ner has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Fal Fi̽ Ner has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Cultural Notes
Two or more groups of citizens within Fal Fi̽ Ner hate each other. Their neighbors or the local law have kept things from too-overt violence, but members of the groups will constantly interfere with their rivals and cause whatever misery they can get away with. This hate may spring from recent events, or it may be an inherited spite from old wrongs.
Fal Fi̽ Ner's mayor's house was built using a different architectural style from the rest of the town. The style used is best known for the combined use of arcuated and trabeated construction, employing arches and constructed with post and lintel. The arch served as the style's chief structural element, with flanking columns serving as buttresses or decorations. While the general shape of their structures could be generously described as simplistic, the use of these arches and columns created a most distinct ascetic which is easily distinguishable on sight to armatures and experts alike.
In Fal Fi̽ Ner hail is always enormous, yet harmlessly plinks off people, creatures, and structures.
The Necrocraft near Fal Fi̽ Ner are known to be almost tame, such that they can be put to domestic use.
Fal Fi̽ Ner's citizens partake in a curious ritual relating to their local kami. It takes place in spring and involves bloodletting to channel Enchantment energies of tier 1 via oratory performances.
Economy
The following information was obtained via the Imperial Census Bureau as part of the Eyom Economic Outreach Program. It differs from Standard Imperial censuses in that many of Tom's citizens, regardless of culture, work in more than one occupation or hold more than a single job.
